Mongolia Has No Hop-On Hop-Off Bus
Search “Ulaanbaatar bus tour” and you will find plenty of results promising a hop-on-hop-off loop around the city. None of them are real. No open-top or hop-on-hop-off sightseeing bus operates anywhere in Mongolia, capital included.
What “bus tour” actually means here
Every city tour product that exists in Ulaanbaatar is a private car or minivan with a guide, booked for you specifically, not a fixed-route bus you flag down at a stop. If a listing shows a red double-decker or an open-top photo, that photo was not taken in Mongolia.
There is one genuine exception worth naming: the day “coach tour,” most commonly the Genghis Khan Statue Complex plus Gorkhi-Terelj National Park combo, which some operators run as a small shared coach rather than a private car when enough travelers book the same date. It is still a fixed day trip with lunch included, not a sightseeing loop with multiple stops you choose yourself, but it is the closest thing to a bus tour that Ulaanbaatar actually runs.
Outside the capital, “bus” means shared 4x4
Countryside trips to Terelj, the Gobi, or Kharkhorin are sold as shared group tours, but the vehicle is a Toyota Land Cruiser or a Russian UAZ van with a driver-guide, not a coach. Roughly 80% of Mongolia’s road network outside the main highways is unpaved, so a full-size bus would not get you where you are going anyway. If an operator calls this a “bus tour,” they mean a van seating 6-10 people, split among however many vehicles the group needs.
A real bus network exists, just not for sightseeing
Ulaanbaatar runs a genuine intercity bus network out of the Dragon, Bayanzürkh, and Lavai terminals, with scheduled coaches to Darkhan, Erdenet, and various aimag (province) centers. This is point-to-point transport built for residents commuting between cities, not a tourist product, and there is no English-language ticketing system built around it. It is worth knowing it exists so you do not assume Mongolia has zero buses at all, but do not plan a sightseeing day around it.
If you want the bus-tour experience, book the Genghis Khan Statue and Terelj day-coach combo and accept that everything past that is a private van, not a bus. It is a smaller category than most countries offer, and pretending otherwise just sets you up to be disappointed on arrival.
